The Office of Innovation and Economic Development is the county-level agency charged with shaping Miami-Dade’s broader economic strategy. It grew out of Mayor Francis Suarez’s viral “How can I help?” tweet, which led to the creation of Venture Miami under the City Manager’s Office and eventually evolved into a full-fledged department aimed at positioning Miami as a global hub for innovation and economic opportunity. Its mission centers on attracting business, building a tech-ready workforce, and championing entrepreneurship within city limits.

The department’s flagship initiatives include “Built in Miami,” a business incubator that has supported more than 400 startups, and partnerships with companies like Google, AWS, and JPMorgan to host workshops and networking events. It also runs the Venture Miami Talent Summit and Tech Hiring Fair (with 60+ companies and 4,000+ open roles per event), and the Venture Miami Scholarship Fund, which has awarded over 100 STEM scholarships to date.

On the innovation side, EID treats Miami as an urban testbed for emerging technology. Key projects include the Brickell Digital Twin Demonstration Project, a collaboration with Dell and NVIDIA that uses AI and digital simulations for urban planning, and a 5G Innovation District being developed in Little River and Little Haiti to enhance connectivity and digital infrastructure. Established in 1967, the DDA is governed by a board of directors and operates as an independent agency rather than a typical city department.

The agency’s geographic footprint covers portions of Brickell, the Central Business District, and the Arts and Entertainment District of Miami, and its work emphasizes business development, business retention, infrastructure and capital improvements, and the provision of programs and services for downtown stakeholders. Practically, that means everything from supporting small businesses with grants and resources to coordinating safety ambassadors who patrol downtown streets and assist visitors.

Through its programs, initiatives, and partnerships with other government entities and organizations, the Miami DDA works to strengthen Downtown Miami’s position as an international center for commerce, culture, and tourism. Compared with OIED’s countywide remit and EID’s citywide focus, the DDA functions as the on-the-ground operating partner for downtown — closer to a business improvement district in style, but with the legal standing of an independent municipal authority.
